D.   Determining, Calculating and Issuing Benefits

  2. Clients participating in the Pre-TANF Program do not receive a TANF cash grant. They may receive other program benefits if they meet the eligibility requirements for those programs.

    Clients may receive the following benefits and services through the Pre-TANF Program:

  3. Determining and issuing benefits
  4. In all cases, the total payment—excluding child care and transportation—must be less than a full TANF grant. Support services payments will be the amount sufficient to allow the client to participate in case plan activities. Thse payments must be within district caps (see OAR 461-190-0211). Using the principles and intent of this program (PRT-A) and of the Support Services section (ES-A) of the Employment Services chapter, determine what type and amount of payments are needed to help the family move to self-sufficiency. Basic living and support service payments for clients open in the Pre-TANF Program come from the district's Pre-TANF Program allocation.

    While in the Pre-TANF Program, clients generally receive their child support directly and receive a disregard for a portion of the child support they receive. The amount of the disregard is up to $50 per dependent child or minor parent per financial group per month (not to exceed $200 per financial group per month). The amount of the disregard is not counted as income of the client. Any amount of child support remaining after the disregard has been applied is considered income when determining the need for Pre-TANF payments.

    Basic living expenses are limited to personal incidentals. Support service needs include child care and transportation.
